CHALLENGES TO DEPLOYMENT

MODEL COMMUNITY MANAGERS

PRE DEPLOYMENT

Truly understanding the wireless 9-1-1 environment; political, technological, operational and funding issues;
Conducting effective education and training for the public, staff, responders, wireless retail outlet staff
Preparing to serve as Project Manager, developing timelines, criteria and task lists for all the stakeholders;
Understanding the relationship between field data and map usage for prompt effective service delivery
Reporting to the FCC, those impediments which appear arbitrary and inappropriate

 

DEPLOYMENT

Managing multiple carriers, specific needs third party database providers as well as the local exchange carrier; 
Obtaining cooperation and consistency in the presentation of the field data to ANI/ALI equipment;
Dealing with Provider Issues: lack of standards inconsistent data content, blank&burst, the issue of accuracy, data errors, lack of coordination, LEC refusal to display/send accuracy and reliability information to PSAP as well as LEC architecture limitations and Tier III Carriers
Training of staff for handling trouble reports, misroutes, call tracing, default routing;
Training of staff for wireless call handling including X/Y re-bid process, interpreting the reliability factor, avoiding automatic re-bids as well as overflow conditions
Managing field testing for Phase II, with accuracy standards and defined success  rules (per site, per PSAP, Averaging)
How to best serve the uninitialized devices in use 
Continued education of legislative and executive officials regarding  funding  and policy matters

POST DEPLOYMENT

Monitoring the integration of data flow, call  processing, mapping as sell as error reports,
Continuing education and training for the staff, the public, political decision makers, regulators and providers on call handling operations and needed improvements
Finding effective ways to report trouble and resolve errors during calls and after calls are ended
Managing the expectations of staff, responders, carriers, LECs and the public regarding the parity of wireless and wireline 9-1-1 service
